God says the rainbow will be a reminder for Himself to remember His covenant: "When I bring clouds over the earth and the bow is seen in the clouds, I will remember my covenant that is between me and you and every living creature of all flesh.
It is simply a way of saying that God will faithfully keep His covenant. He is ever mindful of His promise.
